Jà vem com o Windows, basta ires ao Run/Executar e escrever o nome para começares o programa.

Meu windows é o Vista e está em Português, não tem esse Winchat não

winchat esta em windows > system32 se a localizacao nao mudou do xp pro vista(nao sei se ainda vem no vista)

no entanto, acho mais simples usares o msg, que veio substituir o velho netsend
